Penny is an orphan living in Miss Hattie's Home for Girls.

After Margo, Edith and Agnes are scolded by Miss Hattie, the little girls greet Penny, who has been placed in the Box of Shame. It is never mentioned why she was in the box, but it can be assumed that Penny might've upset Miss Hattie in some way.
When Margo, Edith and Agnes were all put in three separate Boxes of Shame, Penny was apparently released, as there isn't a fourth box shown in the movie. It's unknown what happened to Penny.
